The app is using the network, and will pick up new bulletins as they are published. The app has lost contact with the server, and is displaying the latest cached data. It will update as soon as the connection is restored. There is no usable connection, so the app has stopped trying and is running from downloaded data only. It will check again periodically, and reconnect on its own once there is signal. You asked the app to stay offline, so it is running from downloaded data only and is not contacting the server. It will stay that way until you turn the network back on. Downloads updated — Your downloads have no bulletins saved yet.
